The Founder
Bianca Flamengo is the Founder and Managing Partner of BVF Advisory & Consulting, a boutique firm headquartered in Dubai that facilitates investment and strategic partnerships across Africa, the Gulf, and beyond. From Guinea-Bissau and of Portuguese and Cape Verdean descent, Bianca brings over a decade of experience advising governments, multilateral institutions, and the private sector on investment facilitation, public sector reform, and inclusive growth strategies.
Prior to founding BVF, Bianca was a senior advisor to Governments and on projects funded by the UN system, the European Union, and international financial institutions, delivering results in high-stakes cross-regional environments. Her portfolio includes the design of blended-finance investments, support to sovereign investment promotion strategies, and technical assistance for agricultural transformation and climate-resilient infrastructure.
Rooted in a conviction that cultural insight is essential to lasting impact, Bianca founded BVF Advisory to bridge global capital with place-based acumen. Under her leadership, the firm is becoming a trusted partner for frontier-market ventures, known for translating complexity into actionable pathways that align capital, context, and long-term value creation.
